Organization-wide BYOC routing for new single-node Jobs and TrainingJobs (Beta).

Call `nodus.byoc.configure(enabled=True, overflow=False)` to prefer connected accounts and queue when none can take the work. Set `overflow=True` to allow paid Nodus fallback, or `enabled=False` to stop using BYOC for new work. The async form is `await nodus.byoc.configure.aio(...)`. Both forms return `{"enabled": bool, "overflow": bool}` and require `organizations:write`.
